A major component of Djibouti's electrification and infrastructure modernisation strategy is the state-owned power company, EDD. Through its participation, new rural electrification projects are guaranteed to be integrated into the national power grid while upholding technical standards and long-term operational viability.

Background and Importance of the Project
A flagship project called the Djibouti Integrated Slum Upgrading Project (P162901) aims to improve living conditions, increase urban resilience, and provide vulnerable communities in Djibouti with better access to basic services. The project, which is funded by the World Bank's IDA, focusses on housing, electricity, water, sanitation, and other vital urban infrastructure.

In order to guarantee consistent access to clean water in semi-arid areas like Ali Sabieh, the Holl-Holl village electrification contract focusses on electrifying water boreholes. By attaching a reliable power source to boreholes, the project will:

  • Enable water pumping systems to run continuously.

  • Cut back on the use of expensive and dirty diesel generators

  • Enhance public health outcomes by improving access to water

  • Encourage rural development and local livelihoods.

Effects and Prospects
In rural Djibouti, the completion of this eight-month project will be a major step towards universal access to basic services. It is in line with the government's National Electrification Strategy and larger Vision 2035, which prioritise poverty alleviation, sustainable development, and raising everyone's standard of living.

The project also demonstrates a cross-sectoral approach to resilience building by combining electrification with water infrastructure, making sure that urban upgrading projects address the core factors that influence health and well-being in addition to housing.

Final Thoughts
The government's dedication to providing dependable, sustainable infrastructure under the Djibouti Integrated Slum Upgrading Project is demonstrated by the DJF 62 million contract given to Electricité de Djibouti. It is anticipated that as implementation gets underway in Holl-Holl, the project will both serve as a model for integrated rural development nationwide and offer local residents a noticeable improvement in their quality of life.
