The Government of Djibouti has given Electricité de Djibouti (EDD) a contract worth DJF 62,202,350 to electrify water boreholes in Holl-Holl village, which is situated in the Ali Sabieh region. This is part of the government's continuous efforts to improve infrastructure and living conditions in underserved areas. The project is funded by the International Development Association (IDA) under grant IDA-D7590 and is part of the Djibouti Integrated Slum Upgrading Project (Project ID: P162901).

A major component of Djibouti's electrification and infrastructure modernisation strategy is the state-owned power company, EDD. Through its participation, new rural electrification projects are guaranteed to be integrated into the national power grid while upholding technical standards and long-term operational viability.
In order to guarantee consistent access to clean water in semi-arid areas like Ali Sabieh, the Holl-Holl village electrification contract focusses on electrifying water boreholes. By attaching a reliable power source to boreholes, the project will:
